It depends when you are travelling. You need to have booked your accommodation before you apply for your Hayya Card, so please make sure you book your accommodation with enough time left for your Hayya Card application to go through before you fly.

With the Hayya Card, ticket holders can get free public transport to and from matches. This includes the metro, Education City and Lusail trams, public buses and tournament bus services. Uber also operates in Qatar, or you can use the Qatar government’s Karwa taxi service.
Qatar is a very safe country with a low crime rate. Women travellers have reported feeling particularly safe while in the destination. As with anywhere else, be aware of your surroundings and keep an eye on your belongings.
Fans will need a valid match ticket and a Hayya Card to enter all matches. Alcohol can only be consumed in designated areas in the stadiums. Be mindful that drinking alcohol or being drunk in public is an offence. Fans are encouraged to wear what they feel comfortable in provided it is modest, and intimacy in public is also prohibited.
